ABOUT THIS COURSE
The ASP Level 2 training course is designed for qualified electrical and electrical supply industry (ESI) workers seeking to gain the formal training required to perform contestable electrical network works under the NSW Accredited Service Provider (ASP) Scheme.
This course delivers the nationally recognised units of competency associated with ASP Level 2 classes, including Class 2A, 2B, 2C and/or 2D, depending on the pathway selected. Training focuses on developing the technical knowledge, practical skills, and safety awareness required to work on or near the electricity distribution network in accordance with current legislation, industry standards, and network operator requirements.
Participants will complete structured theory and practical components covering areas such as network infrastructure, safe work practices, compliance obligations, and class-specific scope of works. All training is delivered by experienced industry professionals with current knowledge of the NSW ASP Scheme and electricity supply industry requirements.
Successful completion of this course results in the issuance of a Statement of Attainment for the relevant units completed. This training may be used as supporting evidence when applying for ASP Level 2 accreditation with the NSW Government and relevant electricity network operators, subject to meeting all additional eligibility, experience, and regulatory requirements.
Important: Completion of this course does not automatically grant ASP accreditation. Accreditation and authorisation are managed separately under the NSW ASP Scheme Rules and applicable legislation.
Entry & Selection Criteria
To enrol in the ASP Level 2 course, applicants must meet one of the following requirements:
- Hold a current unrestricted electrical licence (Electrician) issued in Australia; OR
- Hold one of the following nationally recognised qualifications:
- UEE30820 Certificate III in Electrotechnology Electrician; OR
- UET30821 Certificate III in ESI — Power Systems — Distribution Cable Jointing; OR
- UET30621 Certificate Iii in ESI Distribution – Overhead
Entry requirements are based on current NSW ASP Scheme Rules and industry practice. Final eligibility for ASP accreditation is determined by the NSW Government and relevant network operators.
Course Outcomes & Pathways
On successful completion of the ASP Level 2 training, participants will:
- Be issued with a Statement of Attainment for the relevant ASP Level 2 units of competency completed (e.g. Class 2A, 2B, 2C and/or 2D, as applicable).
- Have completed the formal training component required under the NSW Accredited Service Provider (ASP) Scheme Rules for the applicable Level 2 class/es.
- Gain the underpinning knowledge and practical skills to safely perform contestable electrical network works within the scope of the class/es trained.
- Be eligible to use the completed training as evidence when applying for ASP Level 2 accreditation with the NSW Government and relevant electricity network operators, subject to meeting all additional scheme requirements.
Pathways After Completion:
Completion of this course may support the following pathways:
- Application for ASP Level 2 accreditation (Class 2A, 2B, 2C and/or 2D) with the NSW Government, subject to:
- Meeting all ASP Scheme Rules and eligibility requirements
- Holding appropriate trade qualifications and/or licences (where applicable)
- Demonstrating required industry experience
- Satisfying network operator and legislative requirements
- Employment or upskilling opportunities within the electrical supply industry, including work associated with:
- Underground service mains and distribution works (Class 2A)
- Overhead service mains and distribution works (Class 2B)
- Substation and associated works (Class 2C)
- Metering-related contestable works (Class 2D — excluding meter installation)
- A pathway to additional ASP Level 2 classes, should participants choose to complete further units of competency at a later stage.

Mandatory Training
Required by all Network Distributors – (Ausgrid, Endeavour & Essential Energy)

- UETDRMP007 – Perform Rescue from a Live Low Voltage Panel
- UETDRMP010 – Provide First Aid in an ESI Environment
- CPCWHS1001 – Prepare to work safely in the construction industry

- Candidates are expected to possess adequate Language, Literacy and Numeracy (LLN) skills, as well as Digital Literacy skills, to fully engage with this training course. These skills are essential for understanding course content, actively participating in learning activities, and successfully completing all assessment requirements.
Class 2A – Disconnect and Reconnect at the Point of Connection
Units of Competency
- UETDREL005 – Work safely in the vicinity of live electrical apparatus
- UETDRMP011 – Testing of connections to Low Voltage electricity networks
Entry Requirement
- Hold a current unrestricted electrical licence (Electrician) issued in Australia; OR
- Hold one of the following nationally recognised qualifications:
- UEE30820 Certificate III in Electrotechnology Electrician; OR
- UET30821 Certificate III in ESI – Power Systems – Distribution Cable Jointing; OR
- UET30621 Certificate III in ESI Distribution – Overhead

Class 2B – Underground

Class 2C – Overhead

- UETDRIS010 – Install and maintain low voltage overhead services
- UETDRMP011 – Testing of connections to Low Voltage electricity networks

Class 2D – Energising Service Equipment – including disconnect and reconnect
Units of Competency
- UETDRIS014 – Install and replace energy meters and associated equipment
- UETDRMP011 – Testing of connections to Low Voltage electricity networks

Note regarding requirements
To meet the requirements of Class 2D under the NSW ASP Scheme Rules, candidates must complete the mandatory units in addition to Class 2A, 2B, 2C and 2D units (refer to the relevant scheme documentation).
However, to apply for authorisation with a metering provider, applicants must also comply with the current legislation and the applicable code. In accordance with Clause 9.3, this includes the mandatory completion of UEEEL0078.
